In Remembrance of Jane O'Shaughnessy
Founder
After receiving her bachelor’s degree in political science (1966) and a master’s degree in social work (1974) from St. Louis University, Jane began her career as a child welfare worker and later served as a juvenile probation officer. From 1973 to 1976, she managed an adult community release facility in St. Louis while serving as an adjunct professor of social work at St. Louis University.
Jane was a pioneer in the corrections field. From 1976 until 1985, in her role as Deputy Executive Director of the Commission on Accreditation for Corrections, Jane developed humane care standards and the process by which facilities become accredited, which in turn transformed the field of adult and juvenile corrections. She was affectionally known among colleagues as “the mother of accreditation”.
In 1985, Governor Richard Lamm appointed Jane to the Colorado State Parole Board. In 1987, she founded the company that became Cornerstone Programs Corporation and served as CEO. After her retirement, Jane continued to serve on Cornerstone’s Board of Directors.
Jane was a board member of the American Correctional Association and later was a board member of the International Community Corrections Association. She was a founding member of the Women’s Task Force of the American Correctional Association. Jane authored “Standards for Correctional Systems for Women Offenders” as well as articles on program development, standards and accreditation. She also served on several local and national advisory boards in the corrections and child welfare fields, such as the Denver Botanic Gardens, Mount Saint Vincent Home and Colorado Physician Health Program.
Jane will be remembered as a bold visionary who advocated for women, children and youth and empowered those around her. She leaves behind a legacy of making a difference in many lives, through her caring spirit and tenacity.

Joseph Newman
CEO
Mr. Newman began his career as a police officer with the Baltimore Police Department, rising to the rank of Colonel before his retirement in 1992. He also served as adjunct professor of Criminal Justice in the Maryland State Community College System.
In 1992, Mr. Newman was appointed by Governor Schaeffer as the Deputy Secretary of the Maryland Department of Juvenile Services. In this position he was responsible for the administration of intake, probation and aftercare services, and a full range of non-residential and residential services which are provided by a combination of public and private vendors. Mr. Newman left the Department to join Cornerstone Programs Corporation in 1994.
Mr. Newman has made presentations on illegal drug activity and the management of law enforcement agencies to the Maryland State Judicial Conference; the National Conference on Cocaine; the U.S. House of Representatives, House Select Committee on Drug Abuse and the National Public Housing Conference. From 1982 through 1988, Mr. Newman served on the Baltimore Mayor's Drug Advisory Council and in 1988 on the Maryland Governor's Inter-Agency Commission on Drug and Alcohol Abuse.
Mr. Newman holds a Masters Degree in Criminal Justice from the University of Baltimore, a B.A. in Accounting from the University of Maryland, and is a graduate of the Federal Bureau of Investigation National Academy.
